Amanda's areas of practice are export controls, economic sanctions, and government contracts. Amanda counsels clients on compliance with the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), sanctions administered by the Office of Foreign Assets Control (OFAC), and Anti-Boycott regulations. She has assisted clients with Directorate of Defense Trade Controls (DDTC) registration, technical assistance agreements (TAAs), commodity jurisdiction requests, and export licenses from DDTC and the Bureau of Industry and Security (BIS).

Export Controls & Sanctions

Conducted internal investigations, prepared voluntary disclosures, and implemented policies pursuant to consent agreements with DDTC
Assisted with internal audits to evaluate compliance with export controls and worked with clients to develop appropriate procedures and policies to promote export compliance
Conducted due diligence on behalf of clients to identify potential export violations by target companies
Counseled domestic and foreign clients on whether proposed exports, financial transactions, or exploration and development of resources implicate U.S. sanctions
Assisted clients with OFAC licenses and conducted investigations and developed policies to prevent dealings with blocked entities

Government Contracts

Represented clients in bid protests before the Government Accountability Office and the Federal Aviation Administration (FAA) Office of Dispute Resolution for Acquisition (ODRA) and at the agency level
Litigated claims before the Armed Services Board of Contract Appeals (ASBCA) and the Court of Federal Claims
Counseled clients on compliance with federal contracting law, including the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), ethics, organizational conflicts of interest, and suspension and debarment issues.
